THE END OF THE NUCLEAR TABOO

"Globoamerica" prepares for a military strike against major nations

The United States' stand today is very similar to that of the beginning of 1930-s. It is facing a severe crisis threatening the very existence of the country. In this situation, a widely discussed solution is a victorious global war, capable of ensuring the US's commanding position in a newly established system of international relationships.

No enemy comparable to Nazi Germany, imperial Japan or the Soviet Union confronts the United States nowadays. The US leadership is challenged with the US reality itself.

The dollar monetary system is unable to support the economic prosperity of the US; its collapse is just a matter of time. Emergence of new competitive centers of global currency emission is quite real. Technological stagnation in the US, as well as absence of groundbreaking (compared to the progress made in the first half of the 20th century) discoveries in science and technology are obvious. Manufacture has moved to China and other countries with cheap labor. The national debt increases with dangerous speed, making real the threat of financial failure. Society is torn apart along proprietary, cultural and ethnic lines. (Today in the USA 1% of the population owns 74.8% of privately held shares, 68.9% of stocks belonging to financial companies, 60% of mutual funds and trusts shares, and 54% of commercial real estate). In 2005 the New Orleans tragedy demonstrated the scope of moral degeneration in the American society. The white population -the driving force in the US – is growing older and dying out. The national system of education is becoming more and more degraded. In the meantime, new economic and political giants are rising on the horizon: China, India and Brazil are each capable of defying the United States.

The world is becoming dangerous and unpredictable. A global-scale military potential, available only to the most developed countries in 1945 (nuclear weapons and ballistic missiles), now is in reach of such less technologically advanced countries as Iran; third world countries in possession of natural resources like Venezuela and Bolivia are acting more and more independently.

The makers of the American fate saw the coming danger. 9/11 happened just in time to prevent the stock market collapse and led to the beginning of a strange world war with a vague enemy. In reality this is not a war against "international terrorism", it’s a war to preserve American dominance and standing in the world.

Let's set one thing straight, though: when we use the terms "America" and the "USA" we're simplifying the situation. We are convinced that what really exists today under the name of the once-national government of "The United States of America", is a completely different structure- "Globoamerica" (as defined by A. Fursov, a Russian historian-crisisologist), "People of the Air" (according to A. Neklessa) or the "Shadowy Society" (this term was proposed by S. Kugushev and M. Kalashnikov in the "Third Project" book series). This implicit vertical of power, at the top of which are financial bigwigs, masters of public persuasion and operators of military force, views the USA as a headquarters and instrument to carry out its political and military schemes in the world arena. The difference, however, is only theoretical. Today Globoamerica's priority has become maintaining the US's supremacy in the world.

 

TARGETS: FROM OUTER SPACE TO THE MICRO-WORLD

The overall strategy of the US is simple: use the "war against terror" as a cover for military and political operations to weaken opponents as much as possible, gain access to the world's major oil deposits and by gathering momentum in the arms race, achieve breakthroughs in new technologies. This will provide the US with a monopoly in several key fields, which have already been determined:

First, these are space weapons, technologies and mega projects such as manned interplanetary missions.

Second, high-precision nuclear and conventional weapons, anti-missile and aerospace defense systems, unmanned surveillance and shock aviation systems.

Third, artificial intelligence and computer neuron-networks of the fourth and subsequent generations as a basis for flexible robotic systems, both military and civilian.

Fourth, alternative sources of energy. In the near future, hydrogen to replace oil as the leading energy compound.

Fifth, laser technologies and weapons.

Sixth, wave technologies to impact the ionosphere, key for control of climate and many other processes at the surface and in the depths of the Earth.

Seventh, genetic engineering.

Eighth, nanotechnologies (assembling machines on the atomic level).

Developments in the last two fields will provide means to completely change the world around us. The end result of these advances should be the creation of an "evolving" industry, governed by biological laws, which will produce goods from low-grade raw materials with little or no human involvement. Assembler nanorobots, made of atoms, will be able to make almost anything out of waste products: from rocket engines to ready-to-wear shoes. And this process will be quick, ecologically safe and inexpensive.

Of course, this will make China and other countries with millions of low-specialized human workers unnecessary and economically uncompetitive.

Medical nanorobots and genetic engineering, on the other hand, will allow the ruling class to enjoy a healthy and active lifestyle for up to two centuries, de-facto turning them into a new race, an "upgraded" version of Homo sapiens.

But these are long-term goals. The bio- and nanotechnological revolutions have intermediate results as well. For example, specific biological weapons will be able to target not only people of a certain race or ethnicity, but also individuals with a unique genetic profile. Nanotechnologies will help create fuel cells and high-capacity accumulators that will considerably reduce required amounts of oil and natural gas. High-output solar panels. Nanotechnologically synthesized fuel (from other organic compounds), high-energy fuel, miniature high-power computers, satellites the size of a fist etc.

Finally, the ninth key field is development of technologies of decision-making and management in chaotic and unstable situations. (For example, technologies of controlled chaos, destabilization, "colored revolutions").

To achieve a leap into this new technosphere, the leaders of Globoamerica need to slow down development in rival countries, gain control of the Earth's major energy resources and take up as many funds as possible into their companies and the US economy, via globalization American-style. The military and technological priorities of the US are clearly illustrated by the existing government and mixed (corporate and federal-funded) programs, such as the Nanotechnological Initiative (NNI), biotech, robotic weapons system, plans for expanding the Space program (which will require breaking several international treaties) and a new doctrine for using low-yield nuclear weapons capable of striking targets underground.

The chief strategic task for Globoamerica in the upcoming struggle is complete annihilation of China (as a center of industry) and Russia (because of its extensive oil and gas deposits), and ending dependence from energy resources of the archaic and technologically backward Arab world.

It’s possible that Globoamerica will see solving the problems of overpopulation and natural resource exhaustion as another of its tasks for the near future.

However, in order to carry out such a program the US (or to be more specific, the global ruling elite) needs to buy time and resources. The Neoconservative Republicans currently in office and their "Project for the New American Century" (PNAC) are the tools being used to fulfill the aforementioned plan.

 

UNDER THE RULE OF THE "PROGRESSOR-HAWKS"

The neocons in the administration of George W. Bush have already attempted to launch the world war program outlined here. Today they hold key positions in the government, decide on the policies of the secret service and many corporations. Neocons are a special caste of determined people, real revolutionaries, who love playing beyond rules. They first appeared when Ronald Reagan was in office, during the US conflict with its two major rivals, the USSR and Japan. The USSR was eventually defeated and the flood of resources, new technologies, know-how and specialists helped to boost the US economy to unprecedented growth and maintain the dollar system for another decade. Japan has been in a critical situation since 1991 (earlier, the economically ruinous unification of Germany and the takeover of power by environmentalists served to slow down development of the future European Union). In 1999 at the height of the post-Soviet economic boom the US forced Europeans in lieu of their geopolitical interests to participate in the destruction of Yugoslavia, which created a center of criminal and drug-related unrest in the heart of Europe.

However, by 1999 the dollar system was getting less stable. The stock market, based upon speculation alone, displayed the first signs of an upcoming collapse, and hence there was need for a new strategy. So, in September of that year, future Vice President Dick Cheney (today many call him the true President of the US) addressed an assembly of bigwigs of the Western World at the London Institute of Petroleum. He delivered a program speech the gist of which was the imminent exhaustion of the world’s oil reserves. According to his data there will be an average of two per cent annual growth in global oil demand over the years ahead, so by 2010, an additional fifty million barrels a day will be needed to sustain economic growth. Today we use only 83 million barrels a day, which means that production of energy resources must become 1.5 timed what it is today. And where are the additional natural resources to be found, if the deposits of the former USSR and China have proven to be smaller than expected? Cheney gave a direct answer to this question: two thirds of the world's oil is found in the Middle East, watchfully supervised by the local governments and state-run companies, and inaccessible to private western corporations. Which means that it is there, in the Middle East, that the grand prize is to be found [1].

The message of the speech is clear: here's what we have to get our hands on. Of course, with help and support from the US state. Shortly afterwards, Cheney and his neocon friends founded the "Project for the New American Century" (PNAC), which became first the campaign program, and then an almost official government program carried out by President George W. Bush.The main events of this were the war in Afghanistan and Central Asia, the war in Iraq (gaining control over the country with the second largest oil deposits in the world), NATO expansion eastward, surrounding Russia with pro-American regimes, all of which gained power via "colored" revolutions, unprecedented growth of military-related spending, futuristic weapons programs, a new defense doctrine which allows preventive aggression, a new strategy for using nuclear weapons against opponents without nuclear capability. Insinuations that the US can destroy Moscow's rocket forces with one nuclear strike. An openly expressed desire to deal with Iran by using next-generation nuclear weapons. Plans for US expansion in space. Impressive scientific and technical programs. Plans for a "hydrogen revolution".

Threats against any and all geopolitical opponents, which breach all norms and conventions of behavior, hold a special place in this list, as well as the public display of the US readiness to be the first to use nuclear weapons. In order for the reader to better understand what we're talking about here let’s turn to Michael Chossudovsky's article in the Washington Post titled "Is the Bush Administration Planning a Nuclear Holocaust?" (February 22, 2006).

 

NUCLEAR WEAPONS BECOMING "CONVENTIONAL"

In March 2005, the Doctrine for Joint Nuclear Operations (DJNO) was passed in the US. This document describes how a military operation, which is to involve not separate nuclear or conventional operations, but joint strike operations, should be carried out with integrated control and command. The main success criteria are the effectiveness and efficiency of the use of force. Nuclear weapons are no longer viewed as acceptable only for self-defense, but are instead treated as part of the tool box from which military commanders can pick and choose the instruments that they require in accordance with evolving circumstances in the Theater of Operations. Tactical nuclear weapons have been declared harmless and their side effects negligible. They can be used as a "preventive' measure even against countries which have theoretically only started developing weapons of mass destruction programs (nuclear, biological or chemical). How reasonable such theories must be in order for action to be taken is clearly illustrated by the situation in Iraq.

Therefore measures taken in self-defense and offensive action become one and the same.

It’s also important to note that the US President as the Commander and Chief will only sanction a joint military operation, while a particular decision of delivering a nuclear mini-attack will be made by the general in charge of the particular Theater of Operations, in coordination with the United States Strategic Command (USSTRATCOM).

It is the Theater of Operations commander who is now responsible for defining targets for nuclear attack, as well as the local plan of using nuclear weapons. Why? Because the DJNO states: "Since options do not exist for every scenario, combatant commanders must have a capability to perform crisis action planning and execute those plans. Crisis action planning provides the capability to develop new options, or modify existing options, when current limited or major response options are inappropriate. ...Command, control, and coordination must be flexible enough to allow the geographic combatant commander to strike time-sensitive targets such as mobile missile launch platforms". That is, in case you just a bit hesitate, some Iranian or North Korean (or Chinese or Russian, in the long run) rocketeer may launch a missile against US forces.

Even during the Cold War, when use of nuclear weapons use was most strictly regulated and controlled from the supreme political levels, such a strategy was unthinkable. Now, the Single Integrated Operational Plan, existing since the times of the US-USSR confrontation, is going to be replaced with an array of smaller and more flexible plans and subplans, which together will comprise the central strategic Operations Plan (OPLAN).

According to the new nuclear doctrine the United States, Strategic Command (USSTRATCOM) will play a special role in joint attack coordination and synchronization.

In the new situation in the world military action has become global and has even expanded out to orbit. The US has begun to rely not only on spy satellites, but also on future systems for aerial attack from space. In 2005 the Joint Functional Component Command Space and Global Strike (JFCCSGS) emerged from USSTRATCOM. Now the action of American intercontinental rockets, bombers and submarines with cruise missiles onboard are being coordinated quite efficiently. It's only logical to add future attacks by space and high-altitude supersonic bombers and use of informational weapons use to this list, For example, a strike at government computers of countries that choose to defy America or a knockout of their communications network.

 

WHO IS SELECTED AS A TARGET?

Can you really believe that all of this would be used against bands of "terrorists", armed with outdated AK-47 and primitive RPG-7 grenade launchers? Or, for the pursuit of a particular fanatical fundamentalist, hiding in a cave and riding a camel?

We don’t take it.

The conclusion we have come to is that the US is preparing for war against far more powerful opponents- large countries with a developed military infrastructure.

The first country the US has chosen to threaten with nuclear force is Iran. The "progressors" [2] are planning to act with Israel's support; this country has a developed air force, nuclear weapons and 500 American "underground shelter-destroyers" – BLU-109 bombs. But as of April 2005 the US have been selling to Israel more advanced "bunkerbusters" – GBU-28 with laser pointing. As of 2003, the US was equipping European "Dolphin" submarines with "Harpoon" cruise missiles, which contain nuclear warheads. Sources say that two submarines bought by Israel from Germany are also equipped with such warheads.

Let's not exclude the possibility that the US wants to become invincible. If they succeed in a complete destruction of the Russian Federation's air and military forces, the nuclear arsenal of China and other countries will have nothing to threaten the US with, except for a few long-range missiles. Creating a powerful ballistic missile defense system (both on land and in space) will enable the US to safely render such an attack.

But Globoamerica is preparing not only for defense, but for attack as well, violating many international treaties along the way.

Early in 2004 a scandal broke out, the details of which can help us understand what methods the American "progressor-hawks" will be using. A seminar organized by the CIA as part of the PNAC program took place, where it was stated that by 2014, a genetic weapon would be created that would affect people of a specific race, ethnicity, or even individuals. Therefore, if the genetic profile of any individual is available, it would be possible to breed a lethal strain of microorganisms affecting a particular person or group of people. In 2001, PNAC chair William Kristol and then-Deputy Secretary of Defense Paul Wolfowitz reported that genetic weapons will forever change the political situation in the world. Advanced forms of biological warfare, targeting a particular genotype, are likely to transform the domain or terror into a politically useful instrument.

But the nanotechnological revolution opens even more opportunities for the militarists-"progressors". It will allow producing weapons of the size of a bed-bug or a flea. Such mini-devices may be literally sown over the enemy territory, afterwards just waiting until the aggressive little ones disable all the military technique of the target country, including even ballistic missiles with nuclear warheads.

Therefore, what we are witnessing is a full-scale plan for a world war (though definitely not corresponding to our customary views and stereotypes). The intensity of this plan is no less than the Anti-USSR campaign that took place in 1981-1988 during Ronald Reagan's presidency!

 

NOTHING WILL CHANGE AFTER BUSH LEAVES OFFICE

Is it reasonable to suppose that in case Democrats gain power in the US in 2008, the preparations for a world war will stop?

No, it isn't, because when the Democrats come into office they'll have to deal with the same problems, and they'll still have the threat of an inevitable economic crisis chasing them. Furthermore, even though the US has a dual-party system, the tradition is that in issues of long-term strategic policy one Party follows the one that ruled before it. For example, much that was done by Reagan (Republican) was started or planned by Jimmy Carter (Democrat, 1976-1980). And the first power check in today's global war plans was carried out by Bill Clinton (Democrat), who started pushing NATO westward and attacked Yugoslavia. Much of what is being done by George Bush in his defense strategy was outlined in Clinton's "Revolution in Military Affairs". The bet for US survival has been placed on high-tech, and an arms race has traditionally fueled scientific and technical developments. Therefore, even when Bush leaves office, the course will remain the same, only minor details will be changed.

 

RUSSIA: THE RISK OF INACTIVITY

What does all this signify for the Russian Federation? A direct and imminent threat.

For now Russia continues to play by its own rules, using its natural resources as a lever, But in tomorrow's world, victory will belong to those who possess nanotechnologies and hold an advantage in space, not the owners of oil and gas fields and export pipelines.

In the high-tech field Russia lags behind, and we don’t even realize how catastrophic this may appear.

Because if things develop further along the present lines, there will come a time when Globoamerica's "democratic" officials will offer (or, to be exact, demand) that Russia's natural resources should be taken away from our ineffective elite and handed over into their capable hands. Besides, the US will need a testing-ground for the military super-arsenal it's creating, and Russia seems very convenient. In this situation, Russia needs to focus not on "cosmetic surgical operations" in national defense building but on a whole new strategy for future defense. Our current inactivity is very risky, but we still have a chance. Tomorrow that might not be the case.
